Tony Shen holds a Bachelor’s degree in Government and Politics from the University of Maryland and is pursuing a Master’s in Analytics at the Georgia Institute of Technology. He is an analytics professional with demonstrated experience modernizing organizational programs and employing data to solve complex public-interest challenges. Through his work at the U.S. Department of Housing and Urban Development, he developed technical solutions to optimize resource allocation and translated high-level policy goals into actionable insights. Passionate about civic tech, he aspires to lead the development of innovative systems that make public services more efficient and equitable at scale. 

He is a member of the NobleReach Scholars 2026 Cohort, serves as a Business Process Analyst with the Operations, Policy, and Special Projects Unit at Maryland’s Department of Budget and Management.
