Leonel Senai

Leo Senai holds a Master of Science in Computer Science, concentrating in AI, from Northeastern University, which he pursued after a decade of experience in the global development sector. He is a civic technologist specializing in vetting, piloting, and deploying digital solutions in the Global South, with a career that includes advising on and leading digital programming for Creative Associates International, IREX, and subcontracting for several other donor-funded programs around the world. He now works as the Vice President of Innovation for Baltimore’s economic development agency, where he is charged with setting up and managing the city’s first Venture Studio, a city-run venture capital fund, and he is also an AI Engineering Fellow at Overclock Accelerator, learning to build the latest in AI-powered applications and agentic systems, which he aims to apply in service of the digital rights and social impact community.
He is a member of the NobleReach Scholars 2026 Cohort, and serves as Vice President, Innovation Investment at the Baltimore Development Corporation.
