Francella Ochillo is an adjunct professor and Policy Consultant at the Johns Hopkins University Carey Business School and a tech policy strategist with 10+ years of experience shaping public interest technology, from broadband and AI governance to competition, privacy, and digital equity. She has led national advocacy efforts, advised federal leaders, and built coalitions across government, civil society, and philanthropy to drive inclusive, accountable tech policy. Most recently, she directed public engagement for NTIA’s $48B broadband initiative and served as a fellow advising Congress on AI and data privacy. She has also led nonprofit policy work, taught CSR and business leadership courses at Johns Hopkins, and testified before Congress on issues at the intersection of equity and technology.
